ESC Subcommission G "Rapid Intervention Field Investigation Teams"

 Minutes of the meeting - Friday, 6 Sep 2002, R5

- Addition 1.

 

 The new Subcommission was proposed and established by ESC Bureau, as a result of obvious need for European field investigation team that would collect and evaluate seismological (original idea was macroseismic) data. At the ESC General Assembly in Lisbon in 2000 a Preliminary Committee was given a mandate to explore the actual need and possibilities for having such team. After two years of intensive work, a report was produced, that confirmed that such team is both desirable and possible. The report was accepted at the ESC Executive Council Meeting in Genoa on 1 Sep 2002.

 The first SC Bureau was proposed before the actual SC meeting. The responsibles for the SC-G are:

 Chairperson:      Ina Cecic, Slovenia (ina.cecic@gov.si)

Vice-chairperson: Andrea Tertulliani, Italy (tertulliani@ingv.it)

Secretary:        Remy Bossu, France (bossu@dase.bruyeres.cea.fr)

 There were no remarks from the floor about that choice, and it was accepted.

- Addition 2.

 

The scope of the SC-G would be:

 - as defined in the report to ESC, the main idea was to make a multidisciplinary team of experts, that would go immediately after a strong and damaging earthquake in Europe and the Mediterranean in the epicentral area, collect high quality macroseismic data according to the previously agreed standard methodology, evaluate the data according to the previously agreed standard methodology, and publish all the data on internet.

 - after this General Assembly, and after establishment of the SC-G, it is necessary to enlarge the activities of the future ESC team from macroseismology to other fields/groups, who would express interest to become the part of the team (at this moment the WG on Palaeoseismology did that)

- Addition 3.

 

Macroseismology:

 

Period 2002-2003

- fundraising

- sorting out the administrative details

- methodology of the field work (methods, forms etc.)

- methodology of the data interpretation and storing

 

Period 2003-2004

- first field trip (and the first output)

- training workshop for field members

- ESC report

 

Other groups:

- discussing the interest in involvement inside the WGs and SCs

- making preliminary research (number of members for each group, field activities, cost study, potential sponsors for each group, methodologies, equipement...)

 

Conclusions:

 - after the Genoa Meeting, the SC-G Bureau send the letter to all other ESC SCs and WGs, informing them more in detail about the scope and plans of the SC-G, and asking them to join the future Field Investigation Team of the European Seismological Commission.

 - the macro group continues with their plans and puts all their efforts into being ready for the first field trip as soon as possible; this will be done in close co-operation with WG on Macroseismology, and also other WGs of SC-A and SC-F
